
DMW Chief to OFWs: Follow Host Country Laws, Avoid Moonlighting
MANILA—Migrant Workers Secretary Hans Leo J. Cacdac reminds all overseas Filipino workers (OFWs) to strictly adhere to the laws of their host countries and avoid engaging in unauthorized work, following the recent arrest of six Filipinos in a Hong Kong dental clinic raid.
“We understand the emotional and financial pressures many of our OFWs face abroad. But let this serve as a serious warning—stay within the bounds of your employment contracts and visa conditions,” said Cacdac.
The six Filipinas were reportedly performing work not covered by their employment visas—an act considered illegal under Hong Kong laws.
“Huwag po tayong mag-moonlight. If your visa says you are employed for a specific job—stick to it. Anything outside that is a violation and could lead to arrest, detention, or even deportation,” Cacdac emphasized.
“Masipag ang mga Pilipino. Alam ‘yan ng buong mundo. Pero ang pagsusumikap ay dapat naaayon sa batas. We should not risk our safety and future by engaging in unauthorized work just to earn extra income,” he added.
Cacdac reiterated that host countries have the sovereign right to enforce immigration and labor laws, and these are not targeted at Filipinos.
“There should be no misunderstanding—these are not acts of discrimination. These are legal enforcement measures that apply to all foreign nationals. As guests in other countries, we are expected to respect and comply with their laws.”
He called on all OFWs to stay focused on their approved employment and not be lured into “rackets” or side jobs that could jeopardize their legal status.
“Stay on track. Don't be distracted by quick money schemes or emotional attachments that lead to illegal work. Ang kapalit nito ay maaaring pagkakakulong o pagka-deport. Hindi ito sulit.”
The Secretary, meanwhile, said that the six OFWs are currently in detention and awaiting legal proceedings. He also assured continuous assistance and support to the OFWs and their families.
“We are closely coordinating with the Philippine Consulate, our Migrant Workers Office in Hong Kong and the Welfare Office to ensure the legal and welfare needs of the detained Filipinos are fully addressed. We will provide a competent legal defense and ensure their rights are protected throughout the process,” Secretary Cacdac ended.
