
Red Carpet, Not Red Tape: OFWs In China Thankful For The Serbisyo Caravan
SHANGHAI, China—The two-day Bagong Bayani ng Mundo: OFW Serbisyo Caravan held in China from September 13-14 finished strong with service transactions recorded at 1,025 for the first ever caravan held in Shanghai.
In attendance to service the overseas Filipino workers were seven participating agencies led by the Department of Migrant Workers (DMW), the Overseas Workers Welfare Administration (OWWA), Social Security System (SSS), Pag-IBIG Fund, the Philippine Statistics Authority/PhilSys, the LandBank of the Philippines, and organized in cooperation with the Philippine Consulate General of Shanghai, China.

The caravan held in China is the 8th leg of a series of Serbisyo Caravans worldwide where government agencies are brought to the host countries of OFWs to provide essential services in response to President Ferdinand R. Marcos Jr.’s directive to make the government services felt by the Filipino people, especially the OFWs.
In his message to the Filipino community leaders in Shanghai and other parts of China, Migrant Workers Secretary Hans Leo J. Cacdac personally assured them that the government is committed to providing care to OFWs and implement easier and faster processes through digitalization to ease and smoothen their transactions. Secretary Cacdac thanked Consul General Myca Magnolia M. Fischer and the PCG Shanghai for successfully organizing the event.
“Red carpet not red tape for our OFWs. The President together with the DICT, launched the e-Serbisyo Hub at ang DMW kasama na sa e-Serbisyo Hub. Kasama na kami sa eGovPH app. We are now pilot testing our system where OFW documentation will be there, purely online, no need to see us face to face,” said Secretary Cacdac.
OFWs in China who are mostly professionals in the education, arts, and F&B industries opted to take a day-off to attend the Serbisyo Caravan. Families of OFWs in China flocked to the last day of the Serbisyo Caravan to avail of services which include OWWA Card, membership enrollment, updating of membership including families and children who registered to avail of the National ID registration.
OFWs praised the government for organizing the event which allowed them to save on cost and time as they do not need to process their documents and concerns back home.
